A group check places its own catalogue head beside the other members (issue 1126) #139

Issue 1126 (remove the controller): a delivery group holding a mesh-catalog pull request now has that member's head placed beside the other members' levels checks, as every other sibling (ADR 0482 §2, ADR 0573 §4); the catalogue's own trunk copy for its shrink-only lists stays (ADR 0529 §2). Group feat/1126-removal's check failed 13:05 because the new indexer was judged against catalogue main. Quick fix: remove the catalogue special case in besideFor (chosen); thorough: none beyond it, besideFor is the one place that decides placement.

Tests: TestTheSiblingsAreWhereTheTestsStateThem (changed, failed before the fix), the checker's suite offline, go vet both tags.

A group's check judges each member against the group's heads (ADR 0482 §2,
ADR 0573 §4), but the checker placed mesh-catalog at its trunk beside every
other member even when the group held a catalogue pull request, so
mesh-delivery's judge tests in group feat/1126-removal judged the new judge
against catalogue main and failed. The catalogue now follows the rule of
every other sibling: the member's head and ref in a group, the trunk alone.
A catalogue change's own trunk copy (ADR 0529 §2) is placed separately and
is unchanged.
