Part of the milestone "The checker runs beside today's check" (design 47, ADR 0484), one delivery group on feat/the-checker with mesh-sdk, mesh-catalog and mesh-controller.

A new part, the checker, checks every pull request into main (but hq's) on its merge with main, runs only what changed and the change's own tests first, and writes a mesh/check status the forge bridge sets; nothing waits for it. The indexer gives candidates their fingerprints from the checker's merge preview; the builder builds them; the builder uses the SDK's shared build-run parts.
