Issue 1790. Group fix/1790-state-appears with mesh-sdk.

The checker's and builder's hearing, the builder's reasks and queues, and the indexer's takeins open through process.AwaitBucket, so a state the grants part creates seconds after the module started is bound without a restart (checker_status and builder_stuck then show dead_letters from the kept hearing). mesh-delivery-builder, -checker, -indexer and mesh-grants pin mesh-sdk 65ee43f (mesh-grants composes the new advisory grant). Left as before on purpose: the builder's instances (needs locking to bind late) and buckets owned by other modules.

After delivery: the four modules restart once; the bus reloads its user list once (additions only). Proof: checker_status answers dead_letters heard true without a restart.

Tests: suites and vet clean in the four modules. Try try-1793025330396027251 passed.

A delivery restarted the checker and the builder before the grants part created their new state hearing;
OptionalBucket answered nil and the hearing was never kept. They, and the builder's reasks and queues and the
indexer's takeins, now open their own states through mesh-sdk process.AwaitBucket (mesh-sdk
fix/1790-state-appears d515c71), which binds on the bus's STREAM.CREATED advisory and writes the latest kept
value. mesh-grants takes the same SDK, whose composer grants that advisory.
