Delivery group fix/1126-seed-same (mesh-sdk, mesh-host, mesh-delivery, mesh-catalog), design 47 milestone L2; the indexer and the view pin mesh-sdk 3028c7ec4ed2 (the other modules keep their pins).

• The indexer deletes a closed pull request's placement candidates even when its closed message was missed, reading the open pulls with gitea_open_pulls (already in its invokes).
• indexer_placement takes summary:true and shows each answer's differing paths.

Quick vs thorough: the heal reads the forge's open list at each catalogue pull message (thorough enough at today's volume; the cost is noted on issue 1126 note 59).
Tests: rows only; gofmt, vet, -tags integration, go test pass.
