mesh-grants pins mesh-sdk 38dbe1d, the group's head: its copied composer then grants every node agent the read of the seat mesh-placement's placement and candidates (the assigner's states) and their stream-created advisories (ADR 0567 §9). No code change; where holdings come from is unchanged (the indexer's placement, empty). The grants test's candidates fixture follows the states to the assigner. Its group member is mesh-sdk feat/1126-grants-first.

Issue 1126, ADR 0567, delivery 1 of 2 (grants first). The rest of the group follows once mesh-grants.grants_user_list shows the bus loaded the new list.

Tests: mesh-delivery unit 588, integration 76, unchanged; both over budget, a standing finding.
