jschoubben 6313f3ea10 Place the node-engine beside a catalogue check, so mesh-build-go's composer test is judged once this release runs ...

The composer command moved to the node-engine (ADR 0593 §7); a catalogue check had only mesh-sdk beside it. Pin the build runner to the catalogue head whose composer test skips aloud until then.
