Issue 1126 (L2 take-over seed), ADR 0569 §1.

The node agent reads the live have shape (build set, no fp; fixture build-1790368817085312877) and keeps such a module, a failed one and a held one as today, with the modules held only behind it; each is named with how it stands in the seed's brief. Pins mesh-sdk 76f7c4d exactly (group fix/1126-seed-oldbuild with mesh-sdk).

Tests: gofmt, go test ./..., go vet and go vet -tags integration pass.
