The apply that reports detects the profile again and sends it in the report, the same shape enrolment sends (profileAsReported), so a machine that switched managers reaches the mesh at its next push.
Order: after mesh-controller #192 (which keeps a report's profile), before the catalogue's uplink holders declare their capability. go vet, go test ./... green.
