R327 replays hq issue 327: three conditions calls served by the serving controller open no connection to a bus that counts them. A test in the controller (cmd/mesh-controller/replay327_test.go, mesh-controller#160).

Proved with go run ./replays/cmd/prove R327: PROVED, fails before its fix (0cf5a3a, three connections), passes on it (63e5e3b). Fix is the pull request's head; Before is the main it is cut from, to be cleared once it merges.

merge-check.sh: passed locally.

Delivery group: fix/327-a-verb-reads-on-the-serving-connection with mesh-controller, mesh-catalog and hq.
