Issue 1658: a config value named only in an item's template (items[], filled into m.Items[].Content) was refused as "placed nowhere", though the provisioner client fills it there. settingKeysAskedOutsideOwners now also reads item text, so every direction of the config check sees it.

Tests: TestConfigCountsAnItemsTextAsAPlacement (1658/AC1), TestConfigStillRefusesAValueNoItemPlaces (1658/AC2). Try build-1792580116829306673 passed.

One delivery group with mesh-controller and mesh-catalog on fix/1656-xterm-config (issue 1656, xterm's resources as config values).

Rebased on main d4deecd on the operator's word (17:01, lead-47); confirmed rebase-only against the earlier review at c8e35097e8 (git range-diff: the one commit is identical).
