Group feat/548-one-check (mesh-sdk, mesh-delivery, mesh-catalog), one Approve. ADR 0548 (accepted with the operator's Approve): one check per set of heads; a trunk move carries a verdict by its package digests instead of judging it again; an approved merge into a repository a running check judges waits its turn. This member adds the bucket mesh-delivery-gate_turns with TurnsKey and the Turn layout (TurnHolds never holds the check of heads that wait in the turn), and Verdict.Beside / CarriedFrom and Composition.FPSet, decoded compatibly (old readers ignore them; old verdicts have none). Try try-1793013325470260936 passed. Reviewed in three rounds by review-548@shanks (round 1 found a silent deadlock between two waiting merges and the node-engine sibling missing from Beside).

FPSet covers only the candidate's own modules: a trunk move that changes another module's fingerprint keeps a passed composition (the reading of clause 5).

Note: check-gates-merge is false live, so the gate writes no turns and holds nothing until the operator decides (issue 568 note 21); the carry works regardless.
