A seat held once for the mesh is claimed on every machine running the module and held on one. After mesh-controller#248 the bus refused ace's postgres the store seat's subjects, but its runtime still announced them, so the console listed the store as held on ace and novox.
Once a membership exists, it alone decides which seat verbs are served. The credential's claims apply only before any membership has been issued. The Go runtime already serves seats from memberships only.
