The assigner must start on a fresh mesh before the bus module can answer, so its new stream stays on its old section; a new indexer can never judge its own manifest, so the running judge must accept the form first. The designs said four deliveries, a seat-definition source nobody serves, a checker naming mesh-config, and left the bus module's first view, caller and deletion paths open; they now say what the milestone builds.
