Research 085 graduated into eleven records where it answered two questions:
the rule 'one record per choice that could be reversed on its own' made
every design choice a record of its own.

The registry milestone now moves the Delivery domain out of mesh-sdk, creates a
contracts module per domain it moves and the first domain SDK, defines 25 seats
whole with their states, reads the seat list from the bus and renames two seats.
Design 26's *Where a seat's code goes* is what the review and the developer read
to place every new name, so it must say this before develop starts.
- design 26: definitions carry states; the 25 seats by contracts module; the
seat list from the bus; the two renames; the domain SDK and a module's own
package; the transfer in the Delivery domain's SDK; checks per ADR 0634 §10
and ADR 0635 §6
- design 20, playbook 06: the homes of shared code, the first that fits
- design 47: the seat mesh-module-assigner
- glossary: domain SDK added; seat-set package retired; mesh-module-assigner,
mesh-wants, mesh-node-enroller and the-private-network in their domains
- preparer and code reviewer definitions: the homes, without the retired word

The glossary gets the entry in the Delivery domain with the records that decide it, and retires the noun in
hq's prose on a Not line; the verb stays. Where "judge" named something else, the design now uses that
thing's word: the node-engine's look at health, an account or the network; the composition check built from
a change; the claude-code module's judgement tool. Five issue narratives keep the word of their day.

A small fix's lead placed a seat's type in mesh-sdk by its own handover (issue 1748), against design 26;
the developer built the handover and the reviewer checked against it, so it passed review and its check.

The line said the checker refuses an older commit of the same branch; that refusal was removed as a fault of the check
(issue 1585). Found pinning the registry milestone, where mesh-sdk and mesh-contracts import each other.

Design 25 § 12.3 now says how the bus module's process really receives a person's
request (its own state requests, the warrant verified by the process itself), the
process account with keeps it holds beside the snapshot account, and that
mesh-broker's events go on the shared stream like every seat's, with the 30-day
history its own stream. Design 26 gains where a seat's code goes: a package per seat,
the seat-set package in mesh-contracts, the seven client packages and the
seat-neutral parts transfer; design 20 and playbook 06 tell a module's author the
same, and the glossary gains client package and seat-set package. mesh-developer
stops at two thirds of its context, as the milestone's agents learned.

The registry move, seat definitions, declares, bus state and the knowledge base
ship as one milestone (ADR 0612, 0613), ordered by the module graph's edges
(ADR 0614), with the foundation parts' first view (ADR 0615) and the overview
page (ADR 0616). The designs said four deliveries, a seat-definition source
nobody serves, a checker naming mesh-config, and left the bus module's first
view, caller and deletion paths open; they now say what the milestone builds.
Adds the glossary words it uses, playbook 02's cites link for an abandoned
effort, and the hq-design-writer agent definition.

Each layer (research, decisions, survey, review) checked the layer before
it and none read the running code, so effects of the controller's removed
jobs surfaced only after delivery. Playbook 07's prepare step now writes,
per context file, what exists today, every effect and reader of what is
removed or moved, and each one's fate with its test; the review refuses
work without it. Playbook 08 reads its area the same way, briefly.

Build capacity is the mesh's scarcest resource: a try before and after the review plus a check per fix round on an open pull request spent it several times per release.
The three milestones of the controller leaving build and delivery were prose only, so no
reader of the table saw the running work; 1209 and 971 were listed in two milestones
against ADR 0493 §2.
Release 6 deletes delivery plans, batches, the merge window and tiers, so
design 47's sections that described them as current are rewritten to the
assigner's seven rules, the controller's signed compositions per node, the
node agent, credentials on a done build, the switch as release 5's last plan,
the hand path by mesh-compose and a want, and the view's delivered, moving,
settled and stuck events. The glossary gains composition and restates want,
declaration, send and apply; the playbooks follow a delivery by the view and
the have keys and call no plans, plan, push or what-if.
