Opened and located from the ADR 0190 switch on 2026-10-03: the four build agents authenticated, bound their seat and restarted on "consumer not found", because the controller makes a seat's worker only where it raises the bus's objects on start, for the holders of that moment; a push asserts a module's own consumers, never the seat's worker. Every new role's first holder meets this after genesis. Fix direction stated: ensure the worker on assign/push as the raise does. Checks pass.
