Part of issue 1130 (design 47 rewritten as each release is prepared).
Release 1-2's prepare step on 2026-10-18 found three orders its cut hid: an SDK change still ships before its users (ADR 0429 §10), a new repository's first module registered only at the controller's terminal (ADR 0432, proposed), and the bus had no system account (ADR 0431, accepted). The operator chose at 18:52 to cut the release by them. This writes the cuts and their issues into the milestone's entry, adds ADR 0431 to the decisions, and names ADR 0433 (proposed) for release 2's gaps. No status is copied from the tracker.
A design edit of a few lines (playbook 08 step 4): the operator's Approve of its merge is its review. sh merge-check.sh passes.

Transitions
2026-10-18 18:31 (new) → proposed (announced): novox/hq#425's head announced
2026-10-18 18:32 proposed → checked (checked): a verdict names this commit and the trunk's head as its trunk commit
2026-10-18 18:32 checked → ready (accepted): the gate passed or warned, and the repository's own check did not fail
2026-10-18 18:36 ready → published (merged): on the trunk its modules follow: merged there, and its walk opened — or nothing for a walk to move
2026-10-18 18:36 published → delivered (done): nothing for a walk to move
