Issue 072 — diagnosis written. ADR 0069 had already placed the control plane's manifest in its own repository, and the raising design called the catalogue copy "a thing that can be removed". The installer's step 3 was handed that manifest by the build and step 9 read a second copy anyway. located-in narrowed to mesh-host internal/bootstrap and the catalogue copy; amended-design set. fixed-by follows once the code MRs merge, as a chore.
Design 17 (raising a mesh) — the paragraph naming the gap now says what happens instead, cites ADR 0069 (added to decisions:), and names the last instance of it: the builder module's manifest is still the catalogue's.
No new decision record: ADR 0069 decides this.

Checks: records, index, cycle pass. Code MRs on the same branch name: mesh-host, mesh-catalog, mesh-lab.

Branched off main independently of #62 (issue 073); no overlapping files.
