dnsmasq: the addresses it listens on beside the machine's are a setting (hq issue 198) #212

The fixed listen-address=127.0.0.1 becomes listen-address=${setting:listen-addresses}. The mesh-wide default is set to 127.0.0.1 already, so nothing changes on the machines running dnsmasq today. The home-server's layer adds its LAN address, and its DNS endpoints' reach (public) opens the filter, so it can take over answering the home network from a predecessor's dnsmasq the mesh did not own. mesh-controller's catalogue tests pass against this manifest.

Loopback by default, as before. A machine that answers its own LAN adds
its LAN address, and its DNS endpoints' reach opens the filter (novox/hq
issue 198). The mesh-wide default must be set before this lands.
