Follow-up to #242. None of the seven declares a top-level tools list, so the composer had nothing saying the runtime loads from the bundle (Loads derives from tools when an artifact says nothing) and delivered it nowhere: built, recorded, never sent; ace reported current with no bundles. loads: [tools/index.js] on each tools artifact. Controller catalogue checks pass.
