Part 4: the tests of the list's reading and of the controller's commands on it (hq ADR 0348 clause 7, issue 661).

Part 3: the list's own reading (catalogue/predefined.go) and the tests of the build, module check, merge gate and registration (hq ADR 0348 clause 7, issue 661).

Mesh and node config may hold values only for keys on a fixed, reviewed list (hq ADR 0348 clause 7, design 57 package K2, issue 661). A build reads predefined.json at the root of the repository at the commit it builds and carries it with the commit's generation; module check and the merge gate read it from the tree. (Part 1 of 2: the changes to existing files.)

A key a mergeable file took had no type, validation or trusted mark, and the config verb could never set it (ADR 0348 §4). A required config value nothing sets was refused naming ${setting:} and settings set, words the module does not use. Review of mesh-controller#320 (issue 660).

What a provider serves is its definition's (ADR 0348 clause 11): a layer
fills only the keys it asks for as ${setting:<key>}. Settle replaced any
served key a layer named, so a setting for one of a provider's files could
change what every consumer was told. influxdb on ace was the one live layer
relying on it and now serves its settings (mesh-catalog, merged first), so
grafana's data source composes byte for byte as before. UnusedSettings no
longer counts a literal served key as a place a setting lands.

One registration refusal test per rule of design 57 package K1, the forms kept apart and written back as read, and dunst rewritten from settings to config composing to the same bytes.

The config form's declaration and its registration refusals, each by name with what to do (ADR 0348, design 57 package K1).

The manifest's hooks for the config form: read into the fields the settings form fills, written back as read, and judged by ConfigProblems; the rules are in config.go.

The vault hands a secret only on request and reply, sealed to the asker's key
(hq ADR 0349 §11). The seat set is the controller's, so the verb is promised
here; optional until the vault that runs serves it (design 33 §7).

A symlinked files/ or a symlinked directory under it let module check, the merge
gate and module add read a template from outside the repository tree, and a
symlink no template names passed them while the build's packing refuses it
(review of mesh-controller#313). Every entry under files/ must now be a plain
directory or file, and templates are read through an os.Root of the module's
directory.

The facts snapshot, the take preview and the settings history read a layer as it
was set; tests that place give the layer through LayerOf.

ADR 0348 clause 11: places, accesses and kept networks are placement, not config.
Today's mergeable files still take them as said, so nothing composes differently.

A file's text may live in files/<name> beside the manifest instead of inline,
so modules can move their files out of module.json (ADR 0349 clause 2, issue
654). The build packs files/ into the module's declared archive and reads each
template back from the packed bytes, proven by the digest, into content: the
manifest the mesh holds, composition and the node-engine stay as they are.
module check, the merge gate and module add read templates from the tree beside
the manifest, so a change to a template alone is judged. A file naming both
template and content, a template outside files/, a missing one, and a held
manifest that still names one are refused by name.

mesh/delivery-group group feat/350-one-build-per-change checking: composed check out of date: novox/mesh-controller@cd49b50c4075 was judged against trunk bff5b…
A merge built every moved module a second time although its check had judged
the same tree (issue 649). The check now builds into the scratch namespace
under a reuse key (source fingerprint plus the builder's own digest), and the
walk of the trunk commit copies a build of the same key by digest instead of
building, saying per module why when it cannot (novox/hq ADR 0350).

The forge writes every package tarball at its public name, and its
consumers had no source for that name but a second copy kept by hand,
though the mesh composes it for the forge's route. A served value may now
name the provider's own names; a name its machine does not compose leaves
the key out, and the plan says so.

A mergeable file's protected keys were checked at the top level only, so a layer could still set searxng's server.secret_key under the server key its file takes. The merge now refuses any layer value that would replace a ${secret:} placeholder in the file's own content, at any depth, whatever the module's protected list says.

The operator's rule: a wait is never hard-coded, at most a default is configured. The push verb takes `wait`; without it the controller's setting `push-wait` (module default 2m) applies; a setting that cannot be read waits for nothing, as a push did before, and says so.

The resolver follows ADR 0303, but four comments still stated ADR 0210's retired rule that two modules declaring one package collide, and an agent took them as the rule. What stays exclusive is what a module owns: a path, a unit, a name, and a package declared present by one module and absent by another.

A Servarr app's API key, an indexer's key and a downloader's password are values the provider's
software holds; the pair path made a random value for every consumer of them, sealed it to both ends
and reported success, and the provider refused it. An offer may now say `"credential": {"issued-by":
"outside"}`: SecretFor never makes a value for it, the plan reads such a pair as given or not given
and sends the consumer no credential file until a person gives it, without refusing its machine;
remakeShared and SharedSecretFor never make a provider's own secret issued outside either.
`secret accept <provider's node> <provider module> <provision>` seals one value to every consumer that
binds the provision from that provider, the provider and the operator, under one generation; the
per-pair form is refused for such a provision, and rotate names the accept. A consumer may wait for a
provision's credential: the controller excuses the wait only when the store bears it out, and its
needs-operator condition names the one accept line.
Adds the replay of issue 164 (TestReplay164), written with only what the controller had before.
A local service could only be declared public, which says the internet. local-network is a source and a reach: the private network and the private networks the machine reported on a link facing outside, judged here, shown by plan and node, and said in the rule set when there are none.

The replay holds the operator's acceptance: a build sent after the resolver
stopped answering is not put back for that fault, and a restarted engine's
undecided statement does not forget it. Written only with what the controller
had before mesh-controller #179, so mesh-lab's prover lays it over the commit
before: it fails there and passes on the fix and on main.
The resolver's manifest test took either binding until the catalogue's main
bound once; mesh-catalog #161 (105cc7c0) did, so bind-dynamic is refused.

A module with a trusted mergeable file had its whole layer refused through the
settings verb, because such a file took any key. Once a module's files name the
keys they take (ADR 0326), each file takes only those, so only a trusted file's
named keys are the terminal's: betterbird's tags, in a file nothing trusts, is set
through the verb, while its accounts and identities stay the terminal's or the
operator's warrant. A module whose files name no keys keeps the whole-layer rule.

With npm-package-registry optional, the binding file the agent's environment
names may be absent, and mesh-builder failed every build on reading it. It now
reads the genesis document the installer seals at genesis's packages step when
no binding is present, prefers the binding when both are, and each build's log
says which it resolved from (§4). A build that needs the registry - a package,
an image naming .npmrc, TypeScript with an @novox/ dependency - on an agent with
neither is refused before anything is built or published, naming the machine,
the unbound requirement and gitea (§6); it never falls back to the public
registry. The captured catalogue moves to the mesh-catalog change it is judged
with.
A replay must fail on the commit before its fix and pass on it; the fix's own tests read what the fix
added, so this one uses only ParseManifest, Resolve and the resolve tests' helpers, and can be laid
over the commit before #281.
So the lab's prover can lay them over the commit before mesh-controller #260 and #267 and see them fail
there and pass on the fix (hq issues 279, 412).

A controller older than optional requirements reads `requires` as names, and Inventory.Catalogue
stops at the first manifest it cannot read: the long form stored inside `requires` would have left
a rollback below this controller composing no machine. Stored, `requires` stays plain and the
optional names sit in `optional-requires`, a key an older controller sets aside, leaving out only
the module carrying it. A refusal of a hard requirement now names a module that wants it hard.
Making every soft dependency a provision made it hard: a mesh without influxdb could not assign
grafana, and one with influxdb in its catalogue would install it for grafana. A requirement may now
be written {"name": ..., "optional": true}. It resolves as a hard one when a provider is assigned or
reachable, and is otherwise absent: never refused, nothing installed for it. Its binding, credential
and only-when-bound files are left out, its ${bound:...|default:...} placeholders take their
defaults, the module check refuses one that could render empty, and plan and node list it unbound.

ParseManifest also reads stored builds again: a build's manifest at a
commit, the gate, a release, a module put back. betterbird's builds from
before its accounts file named its keys would have become uncomposable
there, so a send to g14 or shanks could fail and a rollback be refused.
The refusal now runs in module check, module add, a build taken in, the
builder and the merge gate's registration, and a file is no longer
reported by both §2 and §3.
mesh/delivery-group group feat/335-a-busy-container-is-replaced-when-idle rejected: its order contradicts itself: novox/mesh-catalog@190608193764, novox/mesh-c…
A merge into mesh-controller replaced every build agent and threw away the
checks in flight (issue 594). The manifest's container busy is checked and
sent only to an engine that reads it; a report's busy waits are kept, the
gate starts at the report that says the container replaced, and the wait is
a phase of the delivery time. mesh-builder busy drains the agent and answers
while a build is in hand (novox/hq ADR 0335).

A module that declares a setting and owns a mergeable file naming no keys
still let every key reach that file. The refusal was held back in #272
because betterbird was one; mesh-catalog #252 named its keys, and every
module in mesh-catalog and mesh-media-catalog main now passes, so the
module check and registration refuse it again. A stored definition is
still composed as it is, never left out of a machine.
