Issue 867, found live after mesh-controller#348's delivery: a recheck (delivery check with one member, orderMember.pull()) carries no head branch name, so siblingsFor found no group and said nothing; mesh-host#114's recheck at 02:00 was judged without its sibling (clause 1 requires the verdict to say when siblings could not be learned).

  • siblingsFor (check_siblings.go): with no branch name, the group is the one whose member_details hold this pull request (same repository and number); a pull request in no group is alone, as before; an older mesh-delivery without member_details gives siblings_unknown.
  • Tests: check_siblings_test.go cases; TestReplay867Recheck drives the real orderMember.pull() -> PullUpdated -> builder.Check, fails on main a47976be and passes here.

Review: independent Opus review round 3, APPROVE at this content (local 099f6364, tree 14be5db2 equal). merge-check.sh passes locally.
