R309: the delivery group of the controller, the node-engine and the lab, refused because built by and engine before controller ordered one pair both ways. A test in the controller (cmd/mesh-controller/replay309_test.go, TestReplay309), fix c5a2edf on novox/mesh-controller's 309 branch.

go run ./cmd/prove R309: PROVED — before its fix fails (the group refused as a cycle), on its fix passes. replays/merge-check.sh passes.

Merge after novox/mesh-controller's PR for 309.

Register the replay of issue 309 (hq ADR 0237) ... 434bac93ce

Proved with cmd/prove: TestReplay309 fails on the controller before c5a2edf
(the group refused as a cycle) and passes on it.
