Playbook 04 for design 47, after the operator confirmed the six milestones on 2026-10-17.

• 03-DESIGN/01-to-be/47-delivery-from-commit-to-delivered.md: the Milestones section, each with its outcome, acceptance tests, repositories and issues (973 to 981, and 971), linked depends-on in order.
• 03-DESIGN/00-as-is/04-delivery.md: rewritten. It described the predecessor's pipeline, which no longer runs; it now says what runs today (research 055, findings 1 to 12), which design 47 replaces milestone by milestone.

Issue 922 (the glossary and playbooks after research 055).

sh merge-check.sh passes locally.

The operator confirmed six milestones on 2026-10-17; issues 973-981 and 971
carry their repository parts, linked depends-on in order. The as-is described
the predecessor's pipeline; it now says what runs today, which design 47
replaces.
