Issue 1126 (L2 of design 47), ADR 0549 §4, ADR 0559. The placement seed of #520 again, after this morning's outage (#520 merged before its check; reverted by #521).

Files. placement/{ace,g14,novox,shanks}.json from mesh-controller.placement-export now (ace 80, g14 75, novox 82, shanks 77 modules), byte-equal to #520's reviewed files (review-seed@shanks: the files are right) and to mesh-controller.modules and every node's running haves; checks/placement passes.

This morning's faults, read live before this push. (a) every node agent's have watch is within its grant (mesh-host #153, all four nodes, no refusal since). (b) the twelve placed modules with no new-form build are left to the fold (mesh-sdk frombus.InOwn). (c) moved modules' credentials and served settings composed by the node (group fix/1126-node-creds, delivered 21:38). (d) the bus follows the grants part's list since 22:50:12 CET (take-over on the operator's yes, ADR 0562; 60 users, nothing dropped), so the node users hold the reads composing needs: no 'Permissions Violation ... placement-candidates' on any node since 22:50:15. (e) the shadow check (ADR 0559) answers per node.

Do not merge before every node answers. While this pull request is open, each node composes its own modules from these files in shadow and writes its answer (mesh-delivery-view.indexer_placement, candidates: same, differs, refused, stale, none). The lead reads all four and tells the operator; the Approve is for after all four say 'same'.
