The operator's rule: a wait is never hard-coded, at most a default is configured. The push verb takes `wait`; without it the controller's setting `push-wait` (module default 2m) applies; a setting that cannot be read waits for nothing, as a push did before, and says so.

The seat ran `push <node> --wait 0`, so a push's call ended at "sent" and nobody learned whether the machine applied it. The caller is answered before a push starts (answersFirst, issue 265), so waiting holds nobody: the call now waits up to two minutes for the machine's own report and keeps it, applied, refused with the machine's reason, or each failed resource with its error.

The resolver follows ADR 0303, but four comments still stated ADR 0210's retired rule that two modules declaring one package collide, and an agent took them as the rule. What stays exclusive is what a module owns: a path, a unit, a name, and a package declared present by one module and absent by another.

A Servarr app's API key, an indexer's key and a downloader's password are values the provider's
software holds; the pair path made a random value for every consumer of them, sealed it to both ends
and reported success, and the provider refused it. An offer may now say `"credential": {"issued-by":
"outside"}`: SecretFor never makes a value for it, the plan reads such a pair as given or not given
and sends the consumer no credential file until a person gives it, without refusing its machine;
remakeShared and SharedSecretFor never make a provider's own secret issued outside either.
`secret accept <provider's node> <provider module> <provision>` seals one value to every consumer that
binds the provision from that provider, the provider and the operator, under one generation; the
per-pair form is refused for such a provision, and rotate names the accept. A consumer may wait for a
provision's credential: the controller excuses the wait only when the store bears it out, and its
needs-operator condition names the one accept line.
Adds the replay of issue 164 (TestReplay164), written with only what the controller had before.

A registered manifest carries no build, so mesh-tools' build.on naming the
SDK's package and every bundle's toolchain were edges only before a module was
first built: mesh-sdk 0.1.14 planned "sent nowhere". The relation now reads a
package base from the recorded name@version against the package the mesh holds,
and the toolchain from the bundles the resolved manifest keeps. Only records the
mesh already keeps are read, so it holds for every module built before it and a
rollback reads the same records. Replay R614.

A delivery plan made while another walk built a module reads it whole and names it; the walk, cut later,
finds none of the changed files in the build source that build recorded and moves nothing. Its record named
no module, so mesh-delivery read 'matched what runs' as 'never built', stopped the delivery and asked the
operator about a change already on every machine. The walk now says each such module in delivery.unchanged,
with why; its modules keep meaning what it builds.
The fix (#174, hq ADR 0266 §7) refuses an outcome built from a repository other than the module's
registered one; nothing replayed the photo app's outage that showed why. The replay uses only what
the controller had before the fix, so the prover can show it fails there and passes on the fix.

mesh/delivery covered: a later merge that contains it was delivered: novox/mesh-controller@ef3e5ae9b0dc (merged as cd6757f1 into main, walk plan-17918675…
The replay holds the operator's acceptance: a build sent after the resolver
stopped answering is not put back for that fault, and a restarted engine's
undecided statement does not forget it. Written only with what the controller
had before mesh-controller #179, so mesh-lab's prover lays it over the commit
before: it fails there and passes on the fix and on main.
The resolver's manifest test took either binding until the catalogue's main
bound once; mesh-catalog #161 (105cc7c0) did, so bind-dynamic is refused.
Since ADR 0276 the earlier merge waits in a queued batch with no modules, and the
replay skipped it, so its pass on main proved nothing. The replay now ends the
later merge's walk and has another repository's merge heard, which cuts the batch,
and fails on any plan of the two merges left standing with nothing planned.
Two catalogue merges acted on in reverse order left the fixed module planned at
the commit without the fix. The replay uses only what the controller had before
Listed among the store tests, so a check without a database cannot pass its skip.

A module with a trusted mergeable file had its whole layer refused through the
settings verb, because such a file took any key. Once a module's files name the
keys they take (ADR 0326), each file takes only those, so only a trusted file's
named keys are the terminal's: betterbird's tags, in a file nothing trusts, is set
through the verb, while its accounts and identities stay the terminal's or the
operator's warrant. A module whose files name no keys keeps the whole-layer rule.

With npm-package-registry optional, the binding file the agent's environment
names may be absent, and mesh-builder failed every build on reading it. It now
reads the genesis document the installer seals at genesis's packages step when
no binding is present, prefers the binding when both are, and each build's log
says which it resolved from (§4). A build that needs the registry - a package,
an image naming .npmrc, TypeScript with an @novox/ dependency - on an agent with
neither is refused before anything is built or published, naming the machine,
the unbound requirement and gitea (§6); it never falls back to the public
registry. The captured catalogue moves to the mesh-catalog change it is judged
with.
The settings verb took the agent module's managed settings and an empty
runtime configuration's url from any caller. The replay uses only what the
controller had before #172, so mesh-lab's prover can show it fails there.
Making every soft dependency a provision made it hard: a mesh without influxdb could not assign
grafana, and one with influxdb in its catalogue would install it for grafana. A requirement may now
be written {"name": ..., "optional": true}. It resolves as a hard one when a provider is assigned or
reachable, and is otherwise absent: never refused, nothing installed for it. Its binding, credential
and only-when-bound files are left out, its ${bound:...|default:...} placeholders take their
defaults, the module check refuses one that could render empty, and plan and node list it unbound.

ParseManifest also reads stored builds again: a build's manifest at a
commit, the gate, a release, a module put back. betterbird's builds from
before its accounts file named its keys would have become uncomposable
there, so a send to g14 or shanks could fail and a rollback be refused.
The refusal now runs in module check, module add, a build taken in, the
builder and the merge gate's registration, and a file is no longer
reported by both §2 and §3.

The forge clips a status to 140 characters, so the long sentence pushed the
verdict's own words out; and a paused holder's hand-back or a bus delay also
count as a delivery, so the cause is not claimed (novox/hq issue 594).
A build agent replaced mid-build leaves its ask to be handed out again, and
the second run looked like a first: the queue and the pull request showed
nothing of the 5-8 minutes lost (novox/hq issue 594).
A renewal timed out at the renew interval, so the lease test's 1 s renewals
could lose the lease on a slow build machine (novox/hq issue 591, review of #279).
Reading the build events waited two seconds on every queue read, the race
detector's exit sleep cost a second per command line a test runs, and the
lease and plan-wait tests waited out production intervals (novox/hq issue 591).
The walk records its send to the rest only after every machine was sent,
which takes 20-28 s, so the machine sent first fell outside the 2 s slack,
its report was missed and the phase ended at the next walk's send to it.
Keep each machine's own send time with what it was sent, match its apply
duration by that send and digest, and show each machine's report in the
walk's phases (ADR 0282 decision 6).
Review of #276: a move deleted before it published, so a failed publish
lost an ask; a verb's own process ran a pass beside the serving one, so
one could resume the queue while the other moved asks and a build ran
twice. The copy is now published first and second copies removed by id,
asks only signal the acting controller's loop, moves stop with 5 s of
the pause left, a cancel finds a moved ask by id, and an unreadable ask
keeps its age.

The agent listens on nothing, so the node-engine could judge it only alive and

A merged change's walk waited minutes on its build behind checks in a
first-come queue. The queue now hands deliveries out first, a check that
has waited ten minutes before deliveries asked after it, and says each
ask's kind; the order is kept in the work queue itself.
The fix's own TestReplay201 reads what #273 added (sendScope.puttingBack,
recordedKept's core keep, the condition), so it cannot be laid over the
commit before. TestReplay201ThePlansSend composes a plan's send to the
control node through keepingRecorded, planFor and declarationFor and holds
that it carries the controller the machine was last sent, not the older
record; it fails on 84deb53^1 and passes on 84deb53. For mesh-lab's R201
(hq issue 201).

gatedSend took its judged moves from the record, so on a machine kept at
a newer controller the gate judged the controller moving back to the
record, read its own send's kept controller as a later build there, and
was superseded with nothing judged. The kept moves are now left out
there as in ungatedIn (withoutKept). The doc says the bus step keeps
too, and the three store tests are listed.
Refusing the whole send wedged a machine whose gate put back the
controller and whose put-back send was refused: every later automatic
send there was refused, retried each tick, and held up every other walk.
A send now composes the controller and the node-engine at the build the
machine was last sent when the mesh's record is older, and carries the
rest; nothing is refused or retried, and a plan whose own build is the
older one ends with its gate superseded. A sent build that failed its
gate is never kept, so the next send completes a put-back. The condition
names the two ways out and clears on any send that carries the record,
a person's push included.
