Store tests skip without a store and no agent may start one, so each failure
cost a 15-30 minute review round. The try verb asks the build seat for the
repository's merge-check.sh on the ref merged into the trunk, as a check in
the build queue, and reads its outcome from the build's log: no status on
the forge, nothing registered, nothing built for a merge.

A merge built every moved module a second time although its check had judged
the same tree (issue 649). The check now builds into the scratch namespace
under a reuse key (source fingerprint plus the builder's own digest), and the
walk of the trunk commit copies a build of the same key by digest instead of
building, saying per module why when it cannot (novox/hq ADR 0350).

The operator's rule: a wait is never hard-coded, at most a default is configured. The push verb takes `wait`; without it the controller's setting `push-wait` (module default 2m) applies; a setting that cannot be read waits for nothing, as a push did before, and says so.

The seat ran `push <node> --wait 0`, so a push's call ended at "sent" and nobody learned whether the machine applied it. Every argument of plans that names a plan (id, wait, stop, close, retry,

ids the mesh gives plans (plan-<digits>, release-<digits>), so a quote
from a caller never reaches a command or the store (review 75 on #266).

An agent following a rollout had plans answer once, in prose, and polled the
console with a curl loop of its own to be told a plan moved. plans now takes
wait (a plan's id), until (moved, tier or done) and bound, and answers when the
plan moves or the bound passes, saying which, with the plan as data and its
line as the output.
A call's one answer has to reach the console inside its thirty seconds, so
link.AnswersWithin lets a handler that waits on purpose hold its answer up to
LongestAnswer (25s) instead of AnswerWithin; the bound is at most 20s, and a
caller following a plan further asks again.

The queue verb answered only a table, so nothing outside the controller
could say an ask's place in the queue. It now asks its command for JSON:
each ask's state, kind, repository, commit, machine, since and position
among the waiting, with the table carried beside it and answered as the
verb's output, both written from one read. A repository's password, if
one were ever written into it, is left out of what is shown.

Before the node-engine gives a mesh directory its mode and owner only through
a walk that follows no link another account could make, the operator is to
see which directories that walk would refuse on every node, the control-node
included, where no tool reads a path. `node judge-directories <node>` signs
the ask as a hand-over is, under its own context, and prints the engine's
one line per directory; it changes nothing, so it is a seat verb an agent may
call. The node is granted the subject, the controller alone its publish.

A token a media server got from its vendor reached its consumers only as a value the mesh minted, which
the server refused, or as a copy typed by hand. An offer may now say its software issues the credential;
the new issued verb carries no value and asks the provider's tool, in the controller's own name, for the
value sealed to one call, then seals it to every pair that does not hold it yet.

One walk carries every merge of its batch, so ending it for one group member
ended every other delivery on it. delivery-stop now takes without: the walk
ends, every other merge it answered is batched again, and each later merge of
a left-out merge's repository is left out too, since it contains it.
An apostrophe inside a single-quoted value ends that quote, and the line then failed as a bare
'unclosed quote' with no position and no way out named. The splitter's rules stay the shell's; the
refusal now names the character, shows the line from there and gives the two ways to write a quote.

The give verb opened the desk's hidden prompt for a module's own secret, with the desk named. Now the
secret-ask verb (secret ask <node> <module> <name> [--at <desk>]) opens the same prompt from anywhere on
the mesh, with the desk the module's machine unless named, and give composes the same line. Every ask
is recorded in the store before the prompt opens (migration 0091): one open ask per secret, three an
hour, so an agent cannot keep a prompt in front of the operator. The prompt names who asked, from the
bus's word on the caller cut to a name's characters, never an argument of the call. The value stays
typed at the desk, sealed to the one call and then to the module's machine, never in an argument, a
log or an event; a secret the mesh makes itself and a trusted party's secret are refused as before.

Issue 339 made every trusted setting the controller's terminal's alone, so an agent could only hand the
operator a line to type at the control node. Now anyone the bus admits may PROPOSE a layer: settings
propose keeps the proposal in the controller's own asks (the asked bucket, which the controller alone
writes), judged as settings set judges, and asks the operator on the operator channel at the level
approve with every key, its exact new value (in its shape where a path or an address may not leave the
mesh), the was of a changed key, the removed keys and the layer's fingerprint. The serving controller
sets the layer on the warrant alone: once, for the ask it holds, only when the record's values still
digest to what the option bound and the layer is still the one shown, with the terminal's judgement and
history, and keeps who approved it beside the layer, which settings says back (migration 0090). Decline,
expiry, a cancel, a replacement or the router's refusal discard it; nothing is asked when no router, no
grant or no channel can carry it. settings proposals lists them. The push afterwards is a separate act.

A module that asks the operator acts with its own grants, and the hand-act log is where a person's
decisions are read back. The new verb warranted records who chose, how and with which proofs from the
router's record, never the caller's word, once per ask however many instances ask.
Restacked on #157, which carries #164's rule that no verb runs secret accept. give's line carries no value:
the operator types it into the desk's hidden prompt, sealed to the call and then to the module's machine.
Only that exact line passes: a value, a file, a provider or any extra word stays the terminal's.
The router's contract names the machines as a JSON array. A verb's argument declared a list now takes
an array of names (or one text separated by commas), and refuses anything else in it.
The agent-root probe read the sudo module's answer, given in the machine's runtime as the very account
an agent could become, and took a missing account, a missing answer or no accounts as a pass. One
judgement now decides: the machine names an agent account its node-engine judged unable to become
root within 15 minutes (agentConfined, mesh-controller #164), and the login shell's execute is not
served there; anything not read is not free. The probe raises agent-root on it, the new root-free
verb answers it live for the router, and a push composes verified-sender for a kind only while its
machine and the router's pass it.

- commandEnvironment takes the terminal as a bool instead of reading an
empty verb as one; every non-terminal line names its verb and is stripped
of MESH_CLI_TERMINAL, and a test with the mark set in the serving
environment fails when that strip is taken out.
- On the control-node the operator's account is the terminal only from a
login session, as the node-engine reads it from the kernel's cgroup; the
tool runner and the account's user units run as the operator too, and are
ordinary calls. The request carries `session` (field-name tests on both
sides).
- A pull request the forge never announced is named with its number in
the condition's headline (hq issue 347), from the stalled line's
`number`, which mesh-delivery sends.

- The generic command verb only reads now (commandReads) and terminal-only
commands are refused through any verb (terminalOnly). mesh-cli's
ordinary line made neither check: `node account`, `token issue` and
`secret export` from another node would have run. It now meets both, in
the one function the command verb shares.
- The serving controller marks itself and its children never the terminal
(ADR 0266); a line mesh-cli runs as the terminal drops that mark and
carries MESH_CLI_TERMINAL, so it reads as the terminal it is.
- Two withholding tests searched the answer's text while JSON writes bytes
as base64, so they held nothing. They search both now, each proved by
disabling what it guards (Shown, the bus withholding, `calls` via Get).
- The control-node refusal is tested through the assign and unassign acts.

- A line ran past the bus's one-minute window for an answer and its answer
was refused; mesh-cli then said nothing ran of a line that had. Every
line is now a call (calls.go): answered within AnswerWithin that it is
running, with its call, and followed by the same account on the same
node until it ends. Its record keeps the command word only, and its
answer stays in the memory of the controller that ran it — never on the
bus, never in `calls`, which answers anyone who may call the seat. Each
line is said in the journal with its call, who asked where, and how.
- Lines running at once are bounded (8); one over is answered busy.
- An ordinary `settings` line is composed as the settings verb composes
its own and meets that verb's refusals, the terminal-only keys among
them, instead of the generic command's blanket refusal.
- The controller's module is assigned and unassigned at the terminal only:
where it runs is the control-node, whose operator is the terminal.
- mesh.control.*.cli is in the writers table as the machine's own.

The records send the operator to "the controller's terminal", and nothing
reached it (hq issue 343). The serving controller now answers each node's
mesh.control.<node>.cli, where only that node's engine may publish, with the
account the engine read from the kernel. A line from the control-node's
operator account runs as the terminal: a fresh process of this binary with
no MESH_VERB, whatever the serving process carries. The same account on any
other node, where agents may run as it, is an ordinary call: the generic
command verb's refusals (one function now, so the two routes cannot drift)
and MESH_VERB=mesh-cli, so a terminal-only change is refused with its
reason. Any other account, root included, runs nothing. Servers are never
run, and an answer over one bus message is cut and says so.
The terminal-only refusals and the usage now name mesh-cli on the
control-node as the way to the terminal.
A flag before the subcommand (plans --json go <id>) still acts, so the
generic command verb judges every word of a plans line, retry included
(hq ADR 0266). The rest of this change, places and accesses at the
terminal and one line per setting, is issue 339's on main (#168, #170,
#172), which now does it for every process a verb runs; this branch's
--through-verb flag and its copy of those rules go.
Review found a chain through the command verb: set the operator's key to one
the caller holds, rotate secrets so they are sealed to it too, read the sealed
copies, open them. Whoever may call a verb includes agents (hq ADR 0266), so
command now runs an allow list of reading forms, and operator, identity,
token, broker, api, licence and every secret command but rotate are refused
through any verb.
The generic command verb ran node account and node agent-account, so an agent
could name itself the operator account and have the next send grant it root
(hq ADR 0266 review). Refuse every node subcommand but list and show through
any verb; refuse the operator account as the agent account in both
directions and well-known service accounts as an agent account; and count a
verdict heard more than 15 minutes ago as not judged, so stopping the
node-engine cannot freeze a healthy one. Re-pin mesh-host to its review head.

Through the settings verb, or a settings line run by the generic command
verb, any caller of the mesh's console could place a module's directory at
/etc with an owner of its own and have the node-engine, as root, hand it
over at the next push, or mount any of the machine's paths into a container
(hq issue 339). A change to either key is now refused in every process a
verb runs, the generic verb refuses settings writes outright, and neither key
may name the machine's own trees from anywhere, the terminal included. A
line break, carriage return or NUL in any setting, which a file it is
written into reads as a line of the caller's own, is refused where a layer
is kept and where it is composed; PEM blocks alone may hold lines.
Each verb ran as a process that dialled the bus, so hundreds of short
connections an hour, all named mesh-controller, hid any client reconnecting
in a loop (hq issue 327). D15 now says a user whose connections keep dropping.
Design 25 promised a dead-letter stream that did not exist: a message a
consumer gave up on stayed only in its source, which drops it after a week,
and its condition cleared when the advisories stopped (hq issue 330, ADR 0264).
mesh/merge-gate pass: builds build-agent, mesh-controller, route-proxy → ace, g14, novox, shanks; no bus step; every machine composes with the change as it…
A key dropped silently ran a module without what its manifest says, and a key inside a block still
failed the whole catalogue. Judge a key by what it is about, and narrow the listing to one machine.
One verb is the interface to every preference, so no module builds a settings tool of its own: each
key, its default and why, and every assigned machine's value with its source.
A merge asks for a new module's build, and assign answered "no module of that
name" until the build registered it, which read as a module nobody registered
(hq issue 325). Keep every build request, tell a build in flight, a module
known and not built, and an unknown name apart, and make an assignment made
while the build runs when the build registers the module.
A copied base was named only in what a build stood on, and nowhere when the build failed,
so the store's sweep could never let one go (hq issue 321). One repository per upstream
image stops each module asking the public registry for the same image again, and letting
an index go now takes its own platform manifests, which otherwise kept every byte. A
person can record the copies no record names through the new mirrors verb (hq ADR 0257).
The forge test fix is the same commit as on feat/plain-notifications: main fails without it.

The client library refuses to send a reply over the bus's max_payload, and the
controller only logged it: conditions and status answered nobody for hours on
2026-10-08 while calls said each was answered in 130 ms, and the operator's
channel read nothing. An answer too large is now held under its call and paged
to the caller that asks, on the same subject; a caller that does not page is
told in words, and calls says it. The overviews no longer carry every finding:
conditions and status list each condition with its newest evidence, doctor at
most twenty findings a probe (probe= gives one whole), and the JSON overviews
are sent once, as data, instead of twice.

The store's tools and a machine's image pruning decide from the records, so
the controller says them: artifacts (every recorded artifact, kept and why,
eligible, collected on request), collect (the after-build sweep on demand,
a dry run unless confirmed with a why, recorded as a hand act) and images
(what a machine's declaration names, now and as last sent). The sweep is one
implementation with two sets of bounds.
token issue --overlay-key records the key the machine made, binds the
token to it, gives the machine its address and makes it a peer of the
hub, pushing the hub before the token is shown. The token carries the
hub's tunnel and the bus at its holder's address on the private network,
and enrolment refuses any other key (novox/hq ADR 0169). The bus is no
longer public, so a machine outside the mesh can join only this way; a
token without a key is still what the machine running the bus joins its
own mesh with. Also a token verb, which says it replaces running the
command by hand and adding a peer to the hub with wg.

Two incidents had one shape: a change took effect that nobody saw first (hq issues 241, 304).
Three guards, each silent when nothing is at stake:
- settings show [--history], and a set that answers each key it adds, changes and removes, and
refuses a removal unless --replace; the replaced or cleared layer is kept in settings_history,
in the same transaction as the write (migration 0078).
- every send keeps a summary of what it sent (no file content), plan <node> --diff compares with
it, and push with no machine is refused unless --all.
- a push that would give a running container's mount another host directory holds that machine,
naming the module, mount and both directories, until push <node> --move <module>; a named push's
cascade is held the same way.
Rebased onto main and fitted to it: the hold runs before the push says what it recreates, a whole
push still says so first and leaves machines waiting for a gate, the verb's push with no machine is
still --behind and a push still needs why. The verbs take plan diff, settings replace and history,
and push move beside a machine, each refused where it cannot take effect.

A seat's verb names the shell commands it is the mesh's way to do, and a module says it for its own

Two ADR 0240 drills recorded with hand-act record --cause drill raised
mesh.hand-acts.drill.healer-wanted. hand-act drill (seat verb drill) records
them as a person's decision; hand-act record now refuses the cause, so the
two recorded before it clear on the next tick and a repair cannot pass for a
drill by the word it gives.

The witness moves a running build aside into a directory the controller's user
cannot enter, then deletes it; a verb exec'd from os.Executable() in that window
failed with permission denied. /proc/self/exe stays valid while the process lives.
A verb that still cannot start, or arrives while the controller stops, is refused
with link.ErrHandingOver and marked retry: handing-over.
While the mesh-delivery seat has a holder on record, a merge that moves no
core module opens its walk and asks nothing until mesh-delivery or a person
says go; nothing of it is registered before its turn, so no other send
carries it. The controller keeps the planner, the gate, sending and the
walk, and gains the verbs the owner asks with: delivery-plan, -order,
-check (a group composed as one future state), deliver, delivery-stop,
delivery-walks; every walk kept is said as plan-moved.
